Local Business Incentives

Enterprise Zone

  • Provides real property tax incentives for businesses that expand or locate in Ohio.
  • To secure tax incentives for qualified new real and/or personal property investment, non-retail business must apply to the local community prior to making the investment.

 

Community Reinvestment Act

  • Provides local real property tax incentives for residents and businesses.
  • Real property investors meeting the local criteria thresholds must apply to the municipality or county for the real property tax exemption.

Community Development Block Grant

  • Creates and retains permanent, private sector job opportunities through the expansion and retention of business and industry in Ohio communities through Fixed Asset Loans and Public Off-site Infrastructure Assistance.
  • Non-entitlement cities and counties may apply on behalf of for-profit businesses committing to create at least five jobs within its jurisdiction.

PACE – Property Assessed Clean Energy

PACE Financing is a tool that allows property owners to finance the costs of energy efficiency and renewable energy improvements through special assessments on their real property tax bills. PACE financing is now available to qualifying projects in Sidney-Shelby County. Nonprofit and most governmental entities may use PACE, even though they otherwise may be exempt from real property taxes and charges on real property.

 

  • Special assessments are used to secure financing to fund improvements without requiring the property owner to take on debt.
  • PACE can allow for investment with zero up-front cash.
  • Long-term, fixed-rate financing at favorable rates is generally available.
  • Energy savings resulting from improvements often fully offset the special assessments.
