Workforce Partnership in Shelby County

The Workforce Partnership of Shelby County is a non-profit organization founded by private business leaders in the county.

The Goal is to prepare the emerging workforce through educational curriculum that teaches the skills needed to be an excellent employee and offers experiences exposing them to careers right here in Shelby County. The Partnership works hand-in-hand with the business leaders and county schools.

Hometown Opportunity

HometownOpportunity.com is a local job and career development portal that serves Shelby, Darke, Auglaize and Mercer Counties. Due to funding from the City of Sidney and the Shelby County Board of Commissioners, any company in Shelby County can build a company profile and post jobs at no cost.

Hometown Opportunity has a variety of career development tools that are used by the Workforce Partnership and local schools to expose students to the many career opportunities in the region.

Ohio Incumbent Worker Training

The Ohio Incumbent Workforce Training Voucher Program fills a gap in current workforce development programs by providing needed training funds to Ohio's incumbent workforce through a unique public/private partnership. The goal is twofold: allow employers to retain and grow their existing Ohio workforce and create a statewide workforce that can meet the present and future demands in an ever-changing economy. The Program is a reimbursement based grant that offsets employer costs associated with upgrading the skills of their incumbent workforce. On-the-Job Training

On-the-Job Training is a federally funded program that helps employers hire and train individuals for long-term employment. This is an opportunity for an employer to work with his or her local OhioMeansJobs Center to recruit, pre-screen and hire new employees, and to train them in specific skills. The employer is reimbursed for the costs of training, up to 50 percent of trainees' wages during training period.

Work Opportunity Tax Credit

This program gives eligible Ohio employers a federal tax credit for hiring individuals from nine target groups of disadvantaged job seekers. Depending on the target group and duration of employment, tax credits can range from $1,200 to $9,600 per eligible employee.

  • Reduce federal income tax liability by as much as $9,600 per veteran hired.
  • There is no limit on the number of individuals an employer can hire to qualify to claim the tax credit.
  • Certain tax-exempt organizations can take advantage of WOTC by receiving a credit against the employer’s share of Social Security taxes.
  • Applications must be submitted to the Ohio WOTC Office within 28 days of the start to work date to meet the timely filing criteria. Don’t miss this tax credit by missing the deadline! 

JobsOhio Workforce Grant

The JobsOhio Workforce Grant was created to promote economic development, business expansion, and job creation by providing funding for the improvement of worker skills and abilities in the State of Ohio. Grant decisions are based on a number of project factors, including but not limited to job creation, additional payroll, fixed-asset investment commitment, project return on investment, and project location.

The JobsOhio Workforce Grant focuses on a company’s training costs, which may include the following:

 

  • Information technology
  • Maintenance, skilled trades
  • Leadership skills
  • Product knowledge
  • Quality management and processes
  • Safety training (industry specific)
  • Supervisory § Technical processes
  • Technical training
  • On-the-Job training
  • Equipment
  • Materials
  • Travel costs (domestic and international)

Return to Work Incentives (BWC)

  • Work Trial - This Return to Work Incentive program allows an employer to test, evaluate and observe the worker at the actual job prior to hiring. Worker's wages are paid by the Ohio BWC for the four-week work trial.
  • Tools and Equipment - This This Return to Work Incentive program offers employers an incentive to provide tools and/or equipment necessary for employment to the worker once he or she has obtained a job.
  • On-the-Job Training (OJT) - This Return to Work Incentive program allows a worker to obtain or upgrade a vocational skill through actual work experience. The employer is reimbursed for up to 50% of the worker's weekly wage for the OJT period.
  • Return to Work Incentives - Job Modifications - This Return to Work Incentive program provides for the removal or alteration of physical barriers that may prohibit a worker from performing essential job functions. The first 50% of the costs are reimbursed to the employer upon completion of the Job Modification. The remaining 50% is reimbursed after 90 days provided the worker continues working with that employer.
  • Return to Work Incentives - Employer Incentive Contract (EIC) - This Return to Work Incentive program provides a financial incentive to employers to hire a worker participating in a vocational rehabilitation plan who is learning how to perform a new job. The employer is compensated for the loss of productivity. The incentive to the employer cannot exceed 50% of the worker's weekly wage for up to 13 weeks.

Rapid Response

This proactive and flexible program provides layoff aversion services to employers, funds special projects or initiatives, and helps workers affected by mass layoffs transition to reemployment. Employers and employees who are facing a potential or current mass layoff or facility closure are eligible for Rapid Response services.
